Obama unveiled a plan to require better gas mileage for cars and trucks and tougher rules on vehicle greenhouse emissions. The U.S. House recently approved the “cash for clunkers” legislation, and consumers could receive $4,500 in rebates for trading in gas-guzzlers for newer, more fuel efficient vehicles.
