Almost undone by its own success, the government’s “cash for clunkers” program was almost out of money when the House passed legislation that contributed an addtional $2 billion to the program.
The fate of the $1 billion Car Allowance Rebate System program (its official name) was up in the air late Thursday over concerns it would run out of money before the week was over.
House members acted within hours, exploring the possibility of how to replenish the funding.
